1868–1947) Anglican missionary in East Africa who became a controversial, prophetic challenger of the existing order, seeking to change drastically the paternalistic colonial system of mission governance. He wanted to restore the pattern he saw in the Apostle Paul’s missionary work: preaching the Good News, quickly raising up local leadership, trusting them with power, and moving on.
